В общем и целом после разных мероприятий и общений с ТП Intel резюмирую для будущих читателей, у кого попадется Acer Espire ES1-531-C6LK на Braswell, N3050, HD Graphic, HDD и ODD и желание поставить Win7 (x64 only):

Далее ссылки на разные драйвера и обязательные KB (если они не установятся из Windows Update).

От последовательности установки разных INF и SIO разницы в результате не заметил.

и хоть и работающим, но как «стандартный»:
Стандартный контроллер AHCI 1.0 Serial ATA (ID: VEN_8086&DEV_22A3).
